HARYANA BUDGET 2013-14(A)


The Haryana government on Friday presented the state budget for 2013-14 with a total plan outlay of Rs. 20,352 crore and a fiscal deficit of  Rs. 8,975 crore while no new tax proposals have been made.
Presenting the budget in the state assembly, finance minister Harmohinder Singh Chattha said the annual state plan outlay had been proposed at Rs. 18,000 crore with an additional outlay  of Rs. 2352.65 core for the Centrally sponsored schemes, taking the total plan outlay to Rs. 20,352.65 crore.
He said while the fiscal deficit was projected to be Rs. 8975.97 crore, the revenue deficit  would be Rs. 2443.23 crore.
He announced that in order to cater to the requirement of affordable housing for the weaker sections residing in urban areas, the government would construct 1.50 lakh house during 2013-14 and 2014-15.
A total outlay of  8944.87 crore had been allocated for the education sector, Rs. 5232.97 core for power sector, Rs  4471.21 crore for the road and transport sector, Rs. 3216.28 crore for social justice and empowerment, Rs. 3112.66 crore for urban development Rs. 2240.96 crore for irrigation and Rs. 1854.29 crore for the agriculture and allied sector, he said.
Chattha announced ambitious plans to construct two lakh houses in the rural areas and 1.5 lakh houses in urban areas for the Below Poverty Line (BPL) and the poorest of the poor sections of the society.

The construction of these houses in the coming two years will be by way of provision of 100 per cent grant by the state.
The State government, he said  would  launch an ambitious housing scheme named 'Priyadarshini Awaas Yojna' to facilitate the housing delivery in rural areas.

The objective of the scheme was to ensure housing delivery in rural areas to the eligible/identified families and other poor families including those which had been allotted 100 sq yards plots and had no house or have a kuccha house by providing them financial assistance.
Initially, two lakh families are to be covered in a project span of two years (2013-14 and 2014-15).
A sum of Rs. 350 crore has been provided for this purpose in 2013-14 with a similar provision to follow in the next year.
In order to cater to the requirement of affordable housing for the weaker sections residing in the urban areas, he said the government would  construct 1.50 lakh houses during the next
financial years 2013-14 and 2014-15 through Housing Board Haryana, Urban Local Bodies and Town & Country Planning department.

He said an  'Aam Aadmi Bima Yojana' would be  started during 2013-14 for which Rs. 37 crore were being provided.

"The scheme will cover rural and urban BPL households or families marginally above the poverty line.  It will provide insurance cover of Rs. 30000 on natural death, Rs. 37500 on partial permanent disability due to accident and Rs. 75000 on death or total permanent disability due to accident."
